BOSTON – State Rep. John F. Quinn and another Democratic House member are proposing ethics reforms, including term limits for the House speaker, following a wave of Statehouse scandals.
The package, being put together by Reps. Quinn, D-Dartmouth, and Martin J. Walsh, D-Boston, would limit the speaker to three terms, or six years as leader of the chamber.
The broad outlines of their reform plan include greater penalties and disclosure by lobbyists, quicker decisions on home rule bills, redistricting by an independent body and public House Ethics Committee hearings.
